Quirks will determine which of the ECM PXH's is superior. Based on the hardpoints the PXH-1B will likely get some quirks while the PXH-2 will probably getting very little. On hardpoints alone the PXH-2 is not necessarily superior either. The PXH-2 will have more options for running ML/MPL builds but for LL/LPL ones the PXH-1B will likely be superior. Having the RT/RA combo is better for poking builds than having to rely on arm mounts only due to the risk of being disarmed. Combined with the fact it will almost certainly get better quirks, I'd say the PXH-1B is probably going to be the better ecm variant.
As for hiding the best IIC variants, that is not true at all. Apart from the jenner, the best variants were all in the standard packs. In regards to the jenner IIC it can be argued that the IIC-A is the strongest variant of the jenners, however, it does nothing that the already available arctic cheater couldn't already do. It's actually the standard JR7-IIC which offers something unique with its 6 missile hardpoints and thus was the best mech to get in the jenner pack. Therefore I completely disagree about the additional paywall claim. If you were after performance then the $20 pack gave you basically everything you needed and the same can be said about the PXHs.
Arguing with quirks we don't know yet is a bad case. Anyhow: The Jenner IIC-A turned out to be at least the second best variant. I can only say this in hindsight, though, same with the other mechs in the Origin package. I was pretty annoyed back then, even if it turned out to be otherwise in some cases.
It's just bad business practices from PGI if they hide excellent variants behind an additional paywall and we shouldn't support that. If it would have been either the second ECM variant *or* the Masc variant I would have been absolutely ok with it, they need an incentive, but hiding *both* behind an additional investement is just bad style. If you invest in the full package it's 85$. 5$ more than a full Resistance package which gives you 4 different mechs from 4 different weight classes to play with. I'm aware you don't *need* to invest into the full package but in comparison the Unseen packages turn out to become worse and worser deals at a horrifying rate. If we don't stop support that PGI will just go on like that, exploiting the Nostalgia of many people to fill their pockets.
