Well, it's kind of... arrogant. But it may very well be true. I mean, it's not really that controversial. A lot of players have said the same thing, and not even white knights.

A game that was designed for PvE has a poor chance of making PvP successful. I'm pretty sure the reverse is true (although, I'm not aware of any primarily PvP games that have a successful or useful PvE). That "Circle of Life" will be rotating a lot longer...
A more robust AI should be introduced into FP ghost drops as a standby until forces are marshaled up. AI would consist of more turrets, mechs and tanks-elementals, with mechs/tanks-elementals having at 1-2 respawns. AI level should primarily be even or at a greater level than the players facing it. Basically if the players are not communicating and bringing bad builds, those players will likely lose.
Then introduce DLC. AI in FP would be the first step while they continue working on the actual DLC content while improving AI.

If i knew as a fact that this was the case, i would not feel so bad spending money on MWO
Ask the comunity if they would be willing to pay for better hit reg and tick rate. if we say yes, he gets cash cash money. If we say no, things stay the same but everyone knows the score and it does not cause a problem.

Personally, I think this was the best Town Hall in a while, in terms of the information they gave us. Would have liked more interaction with the community, but there you go.
I was happy with all the announcements, there was no negative information as far as I'm concerned. But time will tell how things actually turn out when we see the Command Wheel, the map redesign, the decal prices, etc.

Cost is not the issue.... a cpu can only work so fast due to the "limits" of the speed of light.
Multiple cores only help when you can do parallel processing. But just like video encoding, which is a huge issue for streamers. That is not possible.
So each tick/frame is basically a brute force race against time. And if you know even just the basics of game programming, you know that the tick rate must always be stable... if you throw just a single tick, everything falls apart.
What he said was, that the servers had the fastest cpus, and that they where running at 100% load. That's it. There is nowhere to go from there. And the only optimization you can do is remove "events" from the game.

I've been dangled that same carrot back in December /January even named dropped and then flamed for it. I'm not holding my breath. When it comes I'll be back until then it's just an empty promise.
Certain other individuals are still allowed to name drop me in a trolling manner I'm pretty much just a lurker now.
