PGI's variants are not canonical. Anyway, my issue is not about PGI-variants (that's a whole new can of worms). My problem is making a notoriously slow Mech as fast as Mechs which would easily outrun it in TT -- in addition to the already great customizing options. So far PGI and its policy on engine caps has allowed maintaining TT speed relations, at least to a small degree. Fast Mechs are fast, and slow Mechs are slow.
Why abandon that one immersive feature (few of which remain in MWO) when you can have plenty of assault Mechs which are not super slow? There are so many, many alternatives canonically reaching speeds beyond 50kph.

Actually now that the techbase is officially more important than the timeline, and after reading some well-presented arguments by CK16, I for one became open to the MadCat MKII -- despite your ...specific kind of fandom. This has nothing to do with the issue at hand though.
In fact I am not even opposing the Annihilator. If anyone wishes to run with 33kph, I won't stop him. However if he wishes to pilot something faster, he should not wish for the Annihilator with a non-canon engine. This Mech is supposed to be super-slow, well below the average of even 100 ton Mechs, and there are plenty of faster assaults to chose from.
