Clan Standard reward: Cheapest would be a 10$ clan hero, or it is unlocked with the Stone Rhino purchase, gets you the ADR-W
IS Legend reward: 15$, also includes UM-S
IS Standard reward: 10$ for a hero, also gets you the JR7-A

So $55.95 (omitting Stone Rhino and 1 Legend, so no SR-1(P) and no PIR-D or no UM-S)

Legendary options (highly personal ranking based on chassis and variability):
Scaleshot (bolt-ons are ugly though)
Dreadnought
Seraph
Moonwalker
Gausszilla
Howl (TBR will always be ranked last for me )

War Emu - ballistics on a STK should be nice (bolt-ons are ugly though)
Scattershot - mediums are far more useful for QP than assaults.
Arges - I like the chassis
Juggernaut - not a fan of the Fafnir, but some nice ideas for this
Stone Crusher - hardly any variablity
Desperada - torso mounts are nice, but to really utilize this, you have to use the arm mounts which are only slightly higher than TBR

I'd really like an Assassin Legendary or hero with like 12+ energy hardpoints and either JJs or MASC.

Feel free to correct me on the options to get rewards for cheap.

1) does an IS new player pack count towards getting the Jenner 7A?
2) is there a pack I can get that counts for multiple mechs? I already qualify for the Urbanmech, having bought the Desperada legendary mech (this was a question I had before, you answered it here)
3) does the urbanmech IIC count as an IS or a clan reward?

I'm not from PGI. Since I didn't buy a new player pack, I don't know.

2) I got a KFX-PR hero mech from the a la carte stuff. This counted as both prime reward and clan standard reward. There are also IS a la carte hero options.
3) Urbanmech IIC should only count for the clan legendary reward.

Answers to your good questions:

A) To get that IS Jenner JR7-A(L), you need the IS Standard Reward:
"purchase any IS pack or IS Hero Variant from the Premium Packages Page"

eg: Purchasing the "Wolfhound WLF-2®" would qualify you for:
#1) qualify for IS Standard Reward ==> JR7-A(L), and
#2) qualify for Prime Reward ==> IFR-J(L)

B ) Packs that qualify for multiple reward/mechs:
~As above (1)
~Purchasing the lowest tier Collectors Pack Stone Rhino would qualify you for:
#3) qualify for Clan Standard Reward ==> ADR-W(L)
#4) qualify for Stone Rhino Reward ==> SR-1(P)

C) Qualify for Active Player Reward (play 100 games) ==> Free MechBay + goodies
#5: Active Player Reward

D) Buy any amount of MC
#6: MechWarrior Credits Reward ==> 1x Hero mech of your choice

I noticed that the first legendary mechs are available for purchase in the hero mechs for mc, but unfortunately they cannot be selected here.
Is the battle pass also included if you buy it for MC?

While I haven't tested it, I'm quite sure you'll have to buy a legendary for real $$$ to activate the battlepass.

Well, duh, that's because they're Legendary mechs and not Hero mechs. And Loyalty reward says you get a choice of Hero mech. So it's all by design.

It's an anniversary. Ten years. And the prizes for active players are more than modest and absolutely familiar.
In my naive stupidity, I believed that on the anniversary date, we, active players (but not donаtеrs), could think about more valuable gifts. For example, any old loyal mech of choice for those who have played 10,000 - 20,000 matches over 5 - 10 years.
But the prizes that are offered now can hardly be called unusual.
However. Do I deserve the right to think and talk about this?..

No. You'll only be eligible for the IS standard reward because these are considered "premium packages". The "hero" referenced in this:
