Hmmm, other than on a few variants, I don't find it an overly useful weapon and I doubt it needs a global nerf.
But that's just me, I'm sure someone will look up my Jarl's stats and think I don't know what I'm talking about.

cd and duration quirks are widely available though. so that likely factors into the decision. though id like to see a few more x-pulse specific quirks in the wild.

Very nice to see that the IS LL will have a reason to exist next to the BLC, but I really wish doing so didn't involve another BLC duration nerf. It already seems like a bit of a rip-off having to pay 9 tons for a laser that does the same damage as the 4 ton C-HLL, and bringing the durations closer together kinda sucks the uniqueness out of it. Buffing the IS LL duration instead, or nerfing literally anything else on the BLC would keep things much more interesting.

(Admittedly, this +Range to TAG is a minor tidbit)
Problem for some Clan mechs: ASP must be equipped in the head. Not all Clan mechs allow this (eg: Timber Wolf).
