As you can clearly see, there are 3 different 733 models, giving us our 3 immediately. Follow that up with the 732 and if they really want to get esoteric, the 732b and we've got 5 models (more likely 4) that are feasible to be in the field for the time line.
In short, it has the prerequisite number of models, it IS in production, and after comstar handed them out like party favors they ceased being rare.

That being the 733, 733C, and 733P. While we may see the 732, the 732b's were exclusive to the SLDF royal divisions, of which nearly 100% left during the great exodus.

TRO 3039 and 3050R, the two most recent sources that cite the history of the 'mech, both make it clear that the 'mech was in limited deployment outside of Comstar.

Please don't quote Sarna when arguing about canon. I myself have written articles there and its a good source for overall information, but specific information is notoriously spotty or blatantly incorrect.
The MUL lists what was available in a time frame for ANY faction, and does not indicate rarity of a 'mech at a given time.
So again, you've got individual examples here and there with their pilots known to have to resort to the black market to maintain their machines, production that was likely barely enough to keep up with combat losses ceasing in the late 3020's, with essentially custom built refits following until 3057. Some individual DCMS regiments were gifted a "moderate" amount in 3039, the number of which that survived the war listed as a "handful". To say the 'mech was rare in 3049 is an absolutely fair statement and the rage that my simple post induced is as amusing as it is sad. Every other 'mech announced for MWO has at least one factory producing it; not so for the Highlander. The Victor would have been a much better choice by far, since it has been in continual production for centuries and it is in current production in two factories, one of which is among the largest in the Inner Sphere.
Regardless, you guys got your 'mech, so congrats on that I guess.

As for the Highlander itself being ingame....I'm meh. It's not my favorite and I probably won't be piloting it, so I'll just need to learn how to kill it.

It used to BE a PPC until the pilot realized they would need 30 heatsinks to keep it cool along with the other 30 for the medium lasers and just decided.."ya know what? the gauss is just plain better in every way", and swapped it out in the mechlab. (Please ignore the hardpoint restriction f-up here)
