Well then we both would be reading him wrong. What I'm getting is he's saying that even if the tech is available its only been out for four to sixteen years in the canonical timeline, if you go by the year 3049. I'm not even sure what makes people think were starting in 3049? I either missed some sort of announcement, or something. The only official year I see is on the IS map under media which says its 3048. Either way it takes time to manufacture the technology, and then to refit it onto existent battlemechs. So things like gauss rifle, double heat sinks, BAP, AMS and probably a few other technologies would be rare on battlemechs, since they only started reintroducing the equipment three to four years ago. I'm pretty sure most in use battlemechs out there wouldn't have the equipment.
