No. Learn to not alpha strike all the time (they have weapon groups for a reason), and make your loadout efficient. Further devs have said no to this because it trivializes the heat system.

The game's developers have already considered the idea... and decided against it.
It was explained in Ask the Devs #18.

With proper weapon management and mech configuration, heat is not a problem.

True by default some of the trial Assaults will effectively alpha strike each time they fire. Thats not necessarily a bad thing; it encourages good targeting, making sure that each shot counts. The Assault Mech (Most of them) is designed to take fire and dish it back in a serious way and thats best achieved with an alpha strike.
The precedent for coolant flush was set back in the earlier versions of MechWarrior; we should have it now because it forms an integral part of the alpha strike assault tactic.
