You could work towards acquiring a Seismic Sensor module, which, if you're standing still, will allow you to see these little buggers on your minimap.

If you have a BAP installed, I'm not sure what that issue could be (though keep in mind, you have to be within 150 meters for your BAP to override an enemy's ECM, so if they're outside of that range, they'll still be protected). Are you hitting "R" to target them? You only transmit data about enemies to your teammates if you target them; just "seeing" them isn't enough.

There is no "gold ammo" or anything like it in this game, but there are (in essence) "weak spots." Mechs are comprised of several body parts, which each have their own health. In order to kill a 'Mech you HAVE to destroy either:
its Center Torso
its Head
or both of its Legs
In the instance of Inner Sphere 'Mechs with an XL engine, you can destroy either Side Torso to kill them as well.
In the instance of Clan 'Mechs with an XL engine, you can destroy BOTH of their Side Torsos to kill them.
What you might be experiencing is that the players you're fighting are doing a very good job of hitting your 'Mech on one single location, in order to kill you as quickly as possible, while you yourself might be "splashing" damage around their 'Mech, doing damage on the whole, but not enough to
one specific part to really put the 'Mech down quickly.
Lasers in particular are more prone to this problem, as their damage is delivered in equal parts over the entire duration of the beam. For example, an IS Medium Laser does 5 damage, but you have to keep the laser on target the entire time to do all 5 damage, and, furthermore, you have to keep it on a
single component of your target (such as the Center Torso) for that damage to really be meaningful.
Keep playing and practicing and you'll get better. If you're having issues keeping your aim on-target, try lowering your mouse sensitivity. Use the Testing Grounds and try to keep your lasers on a 'Mech's Center Torso while you're moving around to get the hang of it.
