There are a few different explanations because you're asking a few different questions.
First and foremost, Battletch technology is primitive by many of today's standards because it's based on a game from 1984 and some of the tech advances you're basign this is didn't yet exist on the real battlefield. Other explanations include:
- The Succession Wars come after a tech "dark age" where a LOT of technology has been lost due to HUNDREDS of years of warfare
- The game is based on a table top which had it's own specific rules, things like engagement range of less than 1 kilometer (vs modern jets that can shoot targets they can't see) would be either boring or a strange scale on a tabletop
- Rear view cameras are difficult to render as well as a balance issue- The devs wanted you to be able to sneak behind someone to promote them to be more aware of their surroundings
In short, some of these conciets are
"because that is how battletech does it" (especially in regards to range or seemingly primiive technology) ansd others are simply
"becuase it's a videogame" (in regards to render distance, gameplay balance & progression, or simply getting stuck on geometry)

If the target box is also flickering, this sounds like it was under ECM. Or it could still be lag, or the bug where for some reason one specific target doesn't want to lock correctly (whch is probably also lag)
