I tend to play a lot early in the morning (0400), Mountain Time...which, I think, is prime time somewhere in Europe.
Yesterday afternoon and evening, it would take maybe 3 minutes to find a match. This morning (0500), it's taking at least 8 minutes and sometimes more. Normally, I'd blame the matchmaker (I blame the matchmaker for just about everything) but I've got a hunch it's playerbase.
I don't think you've got a lot of Europeans that play on the test server. Not sure if you're really wanting their feedback or not, but perhaps it's an advertisement issue.
Just thought I'd mention it.

ISP: Telekom, DSL 6000 RAM, ~7 MBit Down, ~2 MBit Up
No Desync till now

Lots of waiting time to get into a match.
alt+tab dosn't work, which is bad, esp. for long waiting times.
Mech bay was fast.
Mech bay fps was tiny tiny bit slower then productive (~41), at average maybe half a fps.
When ending game from a map, the game "crashed" = would not close (rest of computer runs smooth). Same as productive, where this happens every few times.

- slightly better, Live ping is 115-140
- Did you experience any de-syncs in-game?
- no but not much games, cause currently nearly empty testserver....
- Did you experience any stalls while saving in the front end?
- no
- If experiencing negative connectivity; What is your ISP, connection type and advertised speed?

on regular server 30-50
lots of dropping from game and lots of alt tabbing to unlock freezes
slow save as always
isp= google fiber.. gigabit speeds ,,,
love the brawler map but lots of places to get stuck....at one point all 4 of our remaining mechs became stuck like turrets.

Normally I have no issues connecting. Ping around 40-60 normally.

Did you experience any de-syncs in-game?

Edit: I killed the game in Task Manager and restarted. Connected fine when I logged in.
Edit II: Takes an unusually long time to load a match. I'm even running a light.

- Ping: No change from normal games
- Desyncs: LESS than normal games on the current server for sure (but see next)
- Client Stability: As the night went on, my client ended up crashing EVERY game. Video would freeze for a few seconds, while audio and (apparently) my mech still responded to controls, then abrupt crash to desktop. Repair tool did not fix this. I could rejoin every time, but by the time I launched the client again, logged in and rejoined, I was usually dead.
- Time to Find Match: Was more than usual, but hey, it's a test server. I can't imagine everyone and their mother is on it. Did come across Sir. Russ though, that was fun.

- Seven matches, average ping: 211.4
- Average time to reconnect after a match: 15 seconds
- Seven crashes to log-in screen, average time to reconnect to 'mech lab: 39 seconds
- Fourteen saved changes, average time to complete: 30.7 seconds
The most frustrating factors were the post-match, and post-save crashes to log-in, followed by the amount of time it takes to save changes to 'mechs, skills, etc.
Tonight, on the test server, my experience varied ...
On the public test ...
- Seven matches, average ping: 212.57
218, 242, 228, 177, 275, 175, 173 ... about the same on average, but much more widely varied (I usually see 190-230)
- Average time to reconnect after a match: 16.8 seconds
16, 17, 18, 20, 13 ... about the same ... but why are there only five?
I bought a Hellslinger, added all the skills, leveled up a couple of weapon modules, and bought a couple of cockpit items ...
- crashes to log-in screen (or "unknown failure" while trying to log in): 9 (this includes 2 following a match)
- One minute (or longer) hangs: 5 (4 were when trying to save skills, one during a match)
- Crashes to desk top: 2
- average time to connect to 'mech lab: 39.4 seconds (about the same)
40, 38, 38, 42, 43, 40, 39, 35
Now the good news ...
- Saved changes (where I didn't hang or crash): 12
- Average time to complete: 22.33
30, 37, 15, 22, 18, 17, 15, 14, 18, 12, 33, 37
The really good news is that saving new skill upgrades and purchases was measurably faster ... saving changes to my 'mech, about the same.
So, to answer your questions directly ...
What is your average ping in the Public Test? 212.57
How does your ping compare to the Live environment? about the same, but more widely varied
Did you experience any de-syncs in-game? no (and I usually get one or two per night for 10-15 seconds)
Did you experience any stalls while saving in the front end? yes
If experiencing negative connectivity; What is your ISP, connection type and advertised speed?

I would suggest being very careful if you attempt this (in fact, I don't recommend you do at all). It's entirely possible that you may end up pointing your PTS build to Production. There are more files than just system.cfg that define which build/environment you're using.

Ping is more or less the same might be 1-5 ping lower than normal.
Only managed 3 (because of 5-10+ minute queue time) drops and 1st i saw other mechs twitch round, 2nd where more me twitching backwards half a step ever 5 steps until gameclient crashed to desktop with no error message when i rejoined i was dead.3rd was actually not bad, about the same as normal battles.
Saveing mechs was about the same with 23 mechs.
ISP Tele2, 100/100. Pinging google (173.194.40.232, 1 time per second) during the test play and ping where stable at 9 (highest ping 11)

Ping on Live: around 150
So slightly better for me here in Germany
Matchmaker is slow but didnt experience any desyncs or stalls
