I'd give all of them a chance, and I like the Vulcan myself. The tall and thin design probably works well in MWO and it has many canon variants, although many would need additional hardpoints. Perhaps not a meta-beast but it can work, I think.
However the best 40t Mech is probably the Sha Yu:

Geometry, hardpoints, engine cap are all fine; it has ECM (which I still think is an advantage, albeit not a great one anymore) and imo it looks very nice. Too bad it's Capellan... but other than that it's fine.

I agree it is not a Mech that would be needed and there are clearly better choices. But for the sake of fairness I have to point out that this is kind of an unfair argument after the mostly useless MW:4-originals the IS got.
And it is not like the Dervish would be totally bad. The hardpoint distribution is pretty good, I'd say. It is not overly impressive either, but again: I think should be fair in our judgement.
