you only run for the clock if you would have a chance to win by time. like in a 10 vs 8. when you 2 are nearly dead. Otherwise why would you surrender? because of a single death on your death counter? would need a big ego doing this for that, otherwise you could still get a kill trying to kill someone.
a penalise free "surrender" is a bad idea, becaue loads of running lights would just run off and surrender for their epeen stroking k/d.
Extended CoD:
"Persistent non-participation in core game mechanics."
skirmish, aka the battle is core part of the skirmish mechanics, running the last 7 minutes for your life is NOT. Sure you can discuss if it is counting as "non-participation" if you participated at the beginning but in the ed you spend like 33% or more in not participating without the will to go for the mechanics goal.
running away in skimish is not active participation.
Wrong.
"Active Participation" is not a 'what are you doing now' question but a full 15 minute question. You have zero... ZERO say or right to how anyone plays during that 15 minutes. You have say only in how YOU play it.

No one force you to spectate, just move to next game. Really I don't understand...
Prolly a gen X vs Y thing...?
Kind of an interesting insight into the culture here and in other games. Sure, there's grind and everyone has a different threshold of pain for grinding. I've found that I'm more patient than the average player when it comes to that. Still, there's that crowd that goes, "My time is so valuable that maximum efficiency is required for all things." At which point I tilt my head and say, "Seriously?"
Look kids, unless you are in the process of buying an election in the US, your time is not as valuable as you think it is. A game takes ~17 minutes max if you include the matchmater and loading times. This is a pick up and play activity. I assume that number when I start a match. It rarely takes that long.
If only there was a device that could detect powered down mechs at close range. Like some kind of actively probing device you could install.
I've also been in a match where a guy in the ECM locust took down 3 of the 4 remaining fighters on an opposing team. If someone was giving away hs position during the match to the other team, that hypothetical person is a baddie.

But you can't use your mech as long as the match didn't end. So if you want to use that mech, or don't have another mech, you can't "do what you like".
And if they removed that "lock", people could just join a match, suicide and join the next for farming CB...ya stupid I know, but there are players who would do this.
So, no matter what you do, you'll never be able to satisfy everyone.
But, imho, it's a matter of "manners".
If there is only 1 player left and he or she got a chance to win the match or take out one more mech, go on and try.
Doing nothing but hiding, I mean really nothing, not getting to a good spot for an ambush, trying to win by caps or luring the opponents to the friendly turrets, is a egoistic move and people should feel bad about it.
My opinion.

These are all personal definitions and opinions, not Official PGI definitions. Ergo irrelevant.

If he tries to get 1-2 kills with his ERLL and is playing defensively then no, I wouldn't mind.
If you get reported for beeing the last man standing then PGI will do nothing, because it's not against the rules. Somebody is always the last to get killed. On the other hand, I think you can get punished for hiding on the map while everyone is dead.
Totally agree. I have no issues with someone who is actively playing the game, looking to snipe off as many of the enemy at the end as they can get. I have no issues with them even if they take up the full 15 minutes to do so, as long as they are actually FIGHTING the enemy, and not just hiding to preserve their precious k/d ratio. People who simply run to a corner and power down with no intention of even attempting to fire their guns, they really are just wasting everyone's time and shouldn't be surprised when dead teammates who want their mechs unlocked give out their location to the enemy.
Edit : The one exception of course, is that if by powering down and letting the timer run, our team can win on caps or some such. If that's a perfectly valid strategy given the situation and the game objective, then I'm also perfectly fine with that.

When you are in that position, you can do what you desire, and nobody has the right to say otherwise. When it is someone else, you have no right to tell them what to do either.
You committed to wasting your own 15 minutes. Any resolution under that is like getting bonus points, not an obligation owed to you. Go get a beverage or snack, do a sit up or squat thrust or two, or browse the interwebs for a few minutes and catch up on your forum trolling like I do.
That time is not your possession.

BAP module can do that but that special feature of finding powered down mech is of very limited use since it looks like it's impossible to hide for a hide & seek game of a few minutes when you're the last survivor and you want to save your stats or do something different for a change, other than expose yourself to get killed ASAP like some who spectate would want you to do.

BTW, sometimes it's a lot of fun to have the remaining enemy chase you and not able to find you except sporadically. There's a real skill to hiding and running and hiding and running.

If you don't want your teammates reporting on your position at the end of the match, do something other than running to the edge of the map and shutting down.

As the CoC is right now, but that simply needs to be changed. You're acting like this is some kind of obvious rule that everyone should abide by, when in reality it's just people so obsessed about their stats they'd gladly lock up 23 other people's mechs just so he can keep from dropping 0.01% on his KDR. It's freaking pathetic and should not remain as it is currently.

CoC just states that you should be in the battle, it does not allow you to suicide by overheat on intention or flee out of bounds.
The further part of "non aprticipation" is just to cover all the "abusable" ways thinkable left that have a similar outcome, like: hide and seek running, shutting down, or climbing to a position thats unreachable probably to survive. Simply because PGI can not list 100 different ways people will invent for not participating.
What you do is the cheap way of defending and bending those words to the favour of the runners and hiders. But thats cheap, like I could now start trying to disvuss the part about pornography and insults, since there is no hard defined line where this begins.
but egoism and the lack of common sense of course will try to bend those words to the favour of the own k/d securing runners.

This is not a valid reason... Even a brand new player get access to 4 Mechs so if you're into MWO a little you must have a few more Mechs to play with, even if you have that all time favorite.

KDR is a useless stat focused on by those who want to raise theirs by having the chance to put the gauss rifle to the temple of some poor schlub who they just steamrolled. The exact person I have zero sympathy for. You just refuse to acknowledge your end of the deal: 15 minutes pledged and if you can't find them in that time, that's just too bad.
Why are you not condemned for demanding the right to inflate your KDR by killing, in essence a mech in a no win situation? Honestly, that sounds even more vile to me.
