Honestly, that's how most matches go. Win or lose, the average is half the team failing to deal 200 damage.
25% of the time, less than half the team fails to deal 200 damage, the other 25% more than half your team fails to deal 200 damage.
Regardless of what people tell you, damage is directly related to victory. It's the fastest way to win, and more damage means less robots, which means less firepower. True, some damage is more worthwhile than others, but damage is better than no damage.
I have not noticed a difference between Elo and PSR. Here's an Elo match just before PSR introduction:
Note the 8 sub 200, more than typical, but not unheard of. 10 sub 200 are the real unicorns, but exist. Correction, no sub 200 players are the REAL unicorns.

For some reason, a teammate was telling me I should bring a BAP...not sure why. The Jesus Boxes don't affect my laser output; lasers affect my laser output via death.
Even on victories, you can see half your team fail to get 200 damage. In the above, one team has that, the other only has 1 sub 200. A unicorn!
