Im not really sure about the 20 tonners (they would need some quirks for sure to be viable at all, like the locust) but as for the 40 tonner I would say:

The reason is simple. It is THE first clan omni mech ever. It looks cool and its actualy quite viable with some decent speed, endo and clan XL. The (only one) A config has JJs and the weapon hardpoints would be okish for a 40 tonner. Creating alt configs that work wouldnt be really hard and only because its not producded anymore doesnt mean clans dont run it still.
The alternative, the phantom would probably be too strong with FF, endo, giant XL and ECM+JJs...
As for the heavies and assaults, I would like to see something different really. Like the mentioned std engine assault maybe (give it IS like mobility quirks and its worth it... see IS brawly HGN vs clan brawly HGN IIC)

When we were testing them out in drops ammo really wasn't an issue, armor could be simply because its legs have a tendency to absorb damage but meh. As for JJs, I guess that is kinda big since it could popsnipe, but outside of that, JJs really aren't a huge selling point. After all the Timby has that over the Hellbringer and Ebjag currently, yet the HBR and EBJ are better for the tonnage (though GMan still disagrees).

The Phantom is basically another over-engined medium like the Ice Ferret. Sure, ECM is nice, but I don't think it'll make up for having the podspace of a light.
Clearly you are unfamiliar with the Phantom's 9E + ECM mix of omnipods.

The Turkina is 95 tons, so it would be slightly more maneuverable than the Dire, but will have nearly as much weaponry (think Executioner more pod space).

It would be like comparing a Highlander to a King Crab or Atlas. Also, I believe that there are only two or three Clan Assault Omnis that are available in 3050-3053 that are not already in the game (Omnis, not 2nd-Line).
