nah you wont have skill point vouchers. instead youll sell your modules for a fraction of their value in cbills and just feel bitter and cheated.

I've unlocked everything, most of my mechs have 200,000XP+ sitting there doing nothing. I do not NEED anymore XP that will take me 2-3 years to burn through.
I NEED the cbills back to purchase mechs/engines.

Well you can do that if you really want. then you will get a big boost of C-bills now to buy new weapons or use on future skill ups.
Basically the Module points are Future mechs leveled for free. GXP will help you unlock nodes on future mechs, Or when respecting something you have not played much.
I wanted my modules refunded personally. I would use it on leveling the mechs i owned. But seeing all my leveled mechs will be maxed, I guess future free leveling is better than nothing. I can see why they don't want to give every mastered mech max level, AND give people back a billion credits with nothing to spend it on but mechs as a way that could break their economy.

If you are removing an item from the game, I expect to be fully refunded for the removed item in the exact currency that I used to purchase said item.
Anything less, and you're giving me reason to leave this game on account of you being a mediocre cheapskate.

We have all earned our c bills. So people have bought module's some have bought mechs others weapons and engines. If PGI removes one players items from the game it is only fair they recieve a full cbill refund for the removed items.

Why? Why can't they just refund everyone a pile of cbills or whatever they want and be done with it? Heck, make it a choice - and stop pretending this game has some actual economy that would be "ruined" if a lot of players became space-rich. Space-rich players are more likely to buy mechs vs. poor players.
