It is quite simple: what makes the Brigand a good pirate Mech also makes it a good Mech for any other cash-strapped force which has to rely on minimal logistics. And that means the Periphery states as well as most mercs. Yes, Steiner's Royal Guards or Davion's BoG would not be too interested, and they could allow themselves the luxury of despising a Mech if they wanted. But if you spend your life's savings on a Mech, or if your state is as stable as a Cold War African country, you want a Mech that always works.
That's why this Mech became rather popular.
Granted, that's not relevant for a game in which we can field extinct Mechs like it is nothing, but then... there are the gameplay factors, and they make the Brigand an even better choice. It's the perfect marriage of a good MWO-Mech and Mech that has a great lore (kind of a rare combination, unfortunately).

Considering what this guy did with the Nightstar-art, I must say I am quite exited about his take on the Brigand, the Lightray and the others.
(Although seeing this beautiful rendition of a Nightstar and its geometry makes me sad when I compare it to what we actually got in MWO...)
