Working as the Elo system is intended to work for the most part, yes. Working well for new players, no. Part of the problem however, is that unlike some other games out there that use the Elo matchmaking system, MWO doesn't factor in any other game variables to help balance out the matchmaking. For instance, in League of Legends, you gain levels for your account that allow access to more abilities and bonuses for game play. This leads to higher level accounts having significant advantages vs. lower level accounts. This does get factored into their matchmaker though, so that you don't get a full team of level one accounts randomly pitted against maximum (level 30) level accounts. MWO does not take that sort of factor into consideration. Having all the pilot skills unlocked for the mech chassis you bring into a match in MWO does actually offer considerable advantage during the match, as well as having a more competitively configured mech than, say, a stock variant. I have serious doubts that the active player base at any one time is large enough to really make it work well currently even if they were to successfully implement those factors into their matchmaking, so it probably wouldn't be a huge help compared to other issues they should prioritize higher in their list of taskings. Also, they've long since missed their opportunities to test those types of systems since the beta testing has ended. Trying to implement a system change of the scale needed for noticeable improvement is likely to be a painful process in a released game, even more so if the game ever becomes viable for really competitive play.
