So, people have been wanting to know what certain items do, such are the Targeting Computer, and the War Horn. WHile honestly I have no clue, you ready for it, I have a theory/idea.
Targeting Computer:
This I see them working one of two ways. First, they use it like an auto-aim system, which would anger more people than anything, but could help new players. Second, they work it so that it locks energy weapons onto targets, much like LRMs SSRM. Now, run with me for a moment here, energy weapons are direct fire, and would require the arms to move (if the weapons are mounted there, as they would be in the picture of the Golden Targets they are showing), since missiles can change direction in flight. Now, if you are still with me, good. So, back on the arm moving thing. Since energy weapons are direct fire, this would help if you wanted to track two targets. So while you turned to look at one target, the arms (if that's what the targeting computers use) could follow another target, of course for a set time. I suspect it would lose a lock after you lose sight, much like a LRM or SSRM.
Just to keep on topic in the thread, that could explain why the Timber Wolf's arms are pointing in two directions.

Either you have a very wild imagination or you are smoking some serious stuff.
That arm misalignment could be the result of a special pose (solely for this pic) or even an extremely wide FOV. (most probably the latter).
btw... if i remember correctly, targeting computer allows you to do two things. One, is to provide a lead indicator for moving targets for PPCs and ACs/Gauss depending on each weapon's travel time and target speed (you still have to aim yourself)... and two, it allows you to target specific body parts on the target.
Also, it weight and space requirements goes higher depending on the amount of those specific weapons being equipped.
