You find it. I want to see it in an official writing, and what dev/mod/PGI official said that. Otherwise I cry utter foul on that claim.
Running and trying to survive and run out the clock is against the rules? I'm not allowed to use such language in my unit for what I think of that statement.
I guess the most amicable and mature solution is to pressure PGI to create a non-penalizing 'surrender' function for Skirmish instead of trying to shove everyone's face in the mud and really hurt them when it's a hopeless cause like a schoolyard bully who's too fat to run after small kids and then really tears into them when they manage to corner them.
you only run for the clock if you would have a chance to win by time. like in a 10 vs 8. when you 2 are nearly dead. Otherwise why would you surrender? because of a single death on your death counter? would need a big ego doing this for that, otherwise you could still get a kill trying to kill someone.
a penalise free "surrender" is a bad idea, becaue loads of running lights would just run off and surrender for their epeen stroking k/d.
Extended CoD:
"Persistent non-participation in core game mechanics."
skirmish, aka the battle is core part of the skirmish mechanics, running the last 7 minutes for your life is NOT. Sure you can discuss if it is counting as "non-participation" if you participated at the beginning but in the ed you spend like 33% or more in not participating without the will to go for the mechanics goal.

You can't be serious?
You want to ban players for active participation?
Stupid idea.
running away in skimish is not active participation.
