I advise against taking a permanent contract because if you ever do want to change faction or join a unit you will have to pay to break the contract.

I hear plan as day others war horns when i get whacked. I thought that was pretty neat so I bought one, but I can’t hear it. I see the speakers move when I can a kill, but can’t hear. I don’t care I others hear it, but would be nice if I could. Is this just for the guy who gets killed that hears it only or what?

You can hear it. However, they have a glitch with their trigger. They don't always trigger when you get a kill. I've had at least a few occasions where the animation triggered, but no sound happened. However, you do hear the warhorn when it triggers.

A friend of mine is using 2 on a BJ-1DC and told me that he's suffering some insane heat scaling, quickly disabling his 'Mech. With a heat scale supposedly set a 4, this is pretty annoying stuff.

I think you can trigger ghost heat with only two of them. If you have Fast Fire unlocked and the 'Mech has innate Ballistic Cooldown quirks, they might fire fast enough.
Regardless, they really do need to look at re-balancing them.

Yup. Known issue iirc. Solution: Don't use AC 2. I haven't in a long, long time, and feel much happier (read: less aggravated at ghost heat) as a result. AC 5 gives better punch for the same heat (but less due to fire rate) and only slightly more weight and less range.

Fast fire alone should not trigger Ghost heat as the AC2 cooldown was already increased once because of that skill early on and got another cooldown increase later for AC2 rebalancing for DPS.
Now with 0.72s cooldown the 5% fastfire (elite skill) and a 12% LvL5 cooldown module (is there one?) would push the cooldown to 0.6s, right?
Obviously if you add a 20% balistic cooldown reduction, you will have 0.45s and can trigger ghost heat with a single AC2 because you shoot in less than 0.5sec ghost heat cooldown time.
A quick example for a 6AC2 Jaeger/KingCrab/Direwolf:
If you shoot 6 AC2s together you will do 6.81 heat instead of 6 heat, which is not much of a problem.
If you shoot 2 (or more) AC2s alternatively in less than 0.5 seconds, you will reset the "timer" (the 0.5sec ghost heat cooldown) and increase the heat penalty each time as if you would shoot them together with multiple weapons.
That means, if you keep shooting in less than 0.5s intervall for like 10 shots, you get the penalty as if you had shot 10 AC2s in the 0.5 seconds, because you didnt reset the ghost heat cooldown suffering 14.05 heat instead of 10 heat.
Obviously if you macro 6 AC2s to fire in less than 0.5s you would rise the ghost heat penalty a lot faster. (12 shots for 20.85 heat instead of 12 heat in less than 3 seconds).
