It was asked, and replied that Snub Nose PPC would be decreased to firing 2x at once without ghost heat penalty upon 21-June-2022 patch.
It was also suggested to MWO that wording should be made more readable by:
"Reduced minimum heat penalty limit to 3 (from 4) -- Fire 2 with no penalty"

In case of LMGs "Balance low" is not the right term to use i'm afraid, the only thing they were semi-good at is shooting structure and inner components, nerf gonna make them completely useless.
I'm curious, could you please reveal us the reason of nerfing Urbie R80 PPC heat quirk? Urbie is already pretty hot with 4 LPPCs, even without ghost heat penalty he got heat caped in like 15 seconds, removing half of the quirk effectiveness is just brutal imo,

Post Patch Snub-PPCs are doing 10 + 5 Damage per barrel @ 6 tons and 7 heat per barrel. 15 Damage total.
3 x 11.5 = 34.5 Damage @ 18 tons and 21 heat total.
2 x 15 = 30 Damage @ 12 tons and 14 heat total.
So you're losing 4.5 Damage (not even a ML's worth of damage), but gaining 6 tons, 2 slots, 1 energy hardpoint, and 33% reduced heat gen. In what possible way does that add up to a nerf? More mechs can run an AC-20 +2x Snubs now because of the hardpoint requirement/weight/heat reduction. The mechs that already run 3x Snubs are going to have a lot more tonnage and heat to play around with.

It's impossible to game balance against weapon hardpoint inflation, which is MWO/Cauldron is trying to do in essence.
Personally, I thought that it was a BIG mistake for MWO to introduce Piranha with 12mg... and still think so today.
Unfortunately, the Viper, Mist Lynx, and Piranha to which you refer are NOT examples of PGI Hardpoint Inflation, but are rather the exact number of hardpoints required to create their stock builds. It is perhaps the case that they shouldn't have been added to the game at all, but maybe the real issue is that the weapons they use are over-performing compared to how they were designed to perform.
For example, currently, a single MG has a DPS of 1, while a cERLL has a DPS of 2 4/9, and a RAC 2 has a DPS of 6.55. These weapons were intended to have DPS of 0.2, 1, and 1.2, respectively. Thus, a single MG has a DPS 5 times what was originally designed, and hundreds of times more accurate (you can reliably land 12 MG's on one component, vs scattering all over a 'mech, and having the chance of only hitting with a single one in the first place, also eliminating the niche or need for Machine Gun Arrays, which improve MG clustering), while a cERLL has a DPS 2.44 times higher than intended, and RAC 2 has a DPS 5.46 times higher than intended.
I was VERY surprised when they announced they were adding the Viper-F. I had already seen the build in the record sheets, and knowing the menace caused by Piranhas and Myst Lynx', I was SURE we would never see the Viper, but here we are...

It does look rather ugly, doesn't it? Alright then, the Caustic Valley Map could use an upgrade for sure. My only question would be whether or not the upgraded texture could be configured to render only at the higher settings. We seriously don't want to lose players, so ensuring that older systems would have access to the older texture – and therefore not be dumped by upgrading those graphics – is severely critical.

Can't get a Crusader in C-Bills til October? That's a LONG ways away... Really need that cash huh?
Clanners complaining about weapons... Ye didn't have any upgrades to weapons in Lore. The Inner Sphere were not only catching up, but were making leaps and bounds in weapon design, like the RAC's and Light PPC's...
However, ye do have an argument for a New Clanner Mech I guess... You won't get it... But ye can argue for it...
I just wanted a Crusader that was affordable... Do I get that? No... I don't want MULTIPLE Crusaders... Just one... Ye could have given a single Crusader option for like $20 US... Nah, it's fine... Why would You do that?
How bout a fecking Nerf on 4+ ER Large Lasers? Or Laser Vomit in general? Sick of all this Laser Sniping, and sitting on one side of the map, while shooting at the other side of the map... Ye Meta Build freaks are TERRIBLE! I do enjoy killing yer Mechs when ye overheat though... That I do enjoy...
All in all... Not a great patch Boyo's... I know ye only have three years left of MWO, in theory... but COME ON... man... I never used to comment before, now I seem to comment on every Patch and Event... I wonder WHY that is PGI / Cauldron... I wonder...

By the way, my browser reports ~562 MB instead of ~575 MB here... But, I'm guessing that's due to how people handle the math, be it either base-2 (Perhaps thought of more as base-1024 in this case?) or base-10 (Perhaps thought of more as base-1000 in this case?) being used for calculations!

For the record, as Phil pointed out: ALL the assets are gone from Tourmaline, not just the crystals. The giant hoop, the dropship and 'mech scraps, etc. Everything's gone except the raw terrain, itself.

Well this was monumentally stupid.
Some rather classic and standard builds like the Shadowhawk 2K have used a 3 SPPC build for a long time and now that build is useless.
Not the most well thought out change...
